James E. Brower, Ph.D.

Professional Profile

Dr. Brower has a vast background as an Environmental Health Scientist.  He was a Project Manager for the Environmental Restoration Division of the Brookhaven National Laboratory, and Group Leader for BNL’s Center for Assessment of Chemical and Physical Hazards.  Prior to that, he served as the Director of Land Resource Management at GEOMET Technologies, Inc., and Director of Environmental Assessments for Equitable Environmental Health, Inc.

Dr. Brower has technical experience in environmental remediation, health risk analysis, chemical and radiological monitoring, environmental planning, environmental impact and hazard assessments, ecological assessments, wetlands evaluations, and environmental sampling.   His professional skills include Project planning and management, Technical reviews and assessments, data analysis and evaluation, teaching/training, and technical writing.

Dr. Brower was an instructor of Vertebrate Biology at Cornell University, an instructor of Environmental Health Issues at the State University of New York at Stony Brook, and an Assistant Professor at Northern Illinois University’s Department of Biological Science.  In addition, he guest lectured at South Hampton College and SUNY Stony Brook.  A past Chairman of the Community Advisory Board to Kings Park Energy, Mr. Brower holds a Bachelor of Science degree in Biology from the State University of New York at Albany. He also holds a Master of Science degree in Zoology and Ph.D in Ecology from Syracuse University.

Brookhaven National Laboratory (BNL), Environmental Restoration Division

  • Project Manager for environmental restoration of waste management facilities buried chemical and radioactive wastes, radiologically contaminated soils and wetlands at BNL.  Responsibilities included management and oversight of the following accomplishments:
     
  • Remediation of radiologically contaminated soils related to BNL's Reclamation Facility

  • Remediation of radiologically contaminated landscape soils.

  • Annual monitoring of a wooded wetland adjacent to a capped landfill

  • Remedial design and work plans for reconstruction of a Tiger Salamander Habitat

  • Treatment and disposal of radioactive wastes from underground storage tanks.

  • Feasibility Study and Record of Decision for BNL Operable Unit I/Site-Wide Radiological Soils.

  • Mercury Mixed wastes treatment demonstration study.

  • Remedial Design for restoration of a wetland adjacent to BNL's Former Waste Management Facility

  • Capping and Environmental Monitoring of three BNL landfill areas.

  • Design reports, designs and specifications for the Current, Former and Interim Landfills.

  • Oversight of Phytoextraction Treatability Studies for removal of Cs-137 in soil.

  • Pilot study for In-situ Vitrification of the Chemical/Animal Pits and Glass Holes waste area.

  • Remedial Investigation/Risk Assessment studies for contaminated soil areas.

  • Supplemental characterization and geophysical studies for the Chemical/Animal Pits and Glass Holes.

  • Evaluation of Alternatives Report for the Chemical/Animal Pits and Glass Holes.

  • Engineering Evaluation/Costs Analysis Report for buried waste sites at BNL.

Brookhaven National Laboratory, Center for Assessment of Chemical and Physical Hazards, Safety and Environmental Protection Division

·       Group Leader.  Responsible for managing the Center's program for the U.S. Department of Energy's Office of Health, Toxic Materials Advisory Program.  The program included assessing biological, toxicological, health and physical effects of chemicals; developing and maintaining hazardous chemical databases; maintaining a hazardous materials Hotline service for DOE; and developing chemical exposure guidelines.  Managed chemical and toxicity information systems, which included BNL's Hazardous Materials Control Program and Material Safety Data Sheet (MSDS) system.  Participated in various Safety and Environmental Protection Division support services and committees related to hazardous chemicals.
