Professional Profile

Mr. Galli has twenty-four years of experience in design and engineering of municipal, industrial and hazardous waste treatment facilities, including municipal landfills and surface impoundments.  He has supervised the performance of over 500 hazardous waste site assessments throughout New York, New Jersey, and Pennsylvania in response to bank requirements for real estate property transfers and corporate acquisitions.  His experience with industrial clientele and their waste disposal practices has proven invaluable in ascertaining the potential for hazardous contamination at many properties.

Mr. Galli also has experience in the design of industrial waste and hazardous waste treatment facilities, solid waste management studies, environmental licensing studies for the power industry, and landfills and garbage-burning facilities.  He has extensive experience in the areas of biological waste and heavy metal removal treatment systems.

A Professional Engineer, Mr. Galli holds a Bachelor of Science degree in Civil Engineering, as well as a Master of Science degree in Environmental Engineering from Manhattan College.

Representative Experience

Utility Solid Waste Activity Group (USWAG), Edison Electric Institute, Washington, DC

  • Assisted in the preparation and review of reports which documented past and current solid waste management and disposal practices utilized by the electric power industry.   Studied and designed several landfills for the disposal of fly ash, bottom ash, and flue gas desulfurization scrubber sludges from coal-fired power plants and gasification plants.

Pennsylvania Avenue Landfill, Brooklyn, New York

  • Involved with the design of the closure and post-closure of the Pennsylvania and Edgemere landfills for the City of New York.  These included installing methane gas collection system, leachate collectors and treatment system, monitoring wells and final cover of the landfill.

  Smithkline Beckman, Hicksville, New York

  • Responsible for the performance of a detailed Phase II soils and groundwater investigation to ascertain the vertical and horizontal extent of contamination that a former manufacturer of computer tape might have illegally deposited on this site.  This site has been designated an Inactive Hazardous Waste Site by the NYSDEC.

Astro Electroplating, Farmingdale, New York

  • Responsible for the performance of a detailed Phase II soils and groundwater investigation for an EPA nominated National Priority List (USEPA Superfund List) site to ascertain the potential lateral and vertical extent of contamination resulting from past practices of disposal of plating rinsewaters from electroplating/metal finishing facility.
     
  • Also responsible for the design of a physical/chemical treatment system to remove heavy metals from the plating rinsewaters generated by Astro Electroplating's processes.

Fairchild Republic, Breslin Realty, Farmingdale, New York

  • Retained by the Purchaser to oversee and review clean-up activities being performed by Fairchild Republic in its efforts to remediate past soil contamination at the site which resulted from past process discharges and spill events.  He evaluated the soils and groundwater study conducted by Fairchild Republic consultants to insure its completeness and thoroughness.  The firm was also retained to perform an asbestos investigation and prepare bid documents for the identified asbestos removal and disposal.  Responsible to supervise closure activities at this site to the facility's hazardous waste storage area.

Middlesex County Utility Authority, Edgeboro Landfill, Sayreville, New Jersey

  • Retained to evaluate, assess, and review reports and engineering drawings prepared by the MCUA consults for the Edgeboro Landfill's proposed expansion.  The evaluation included reviewing groundwater quality and flow data, the structural integrity of the slurry cut-off wall, and the construction of the proposed landfill.

Niagara Power Project, Niagara Falls, New York

  • Responsible for the design of a double-lined landfill and leachate treatment system for the storage of contaminated soils resulting from excavation activities at the Niagara Power Project in Niagara Falls, New York.
     
  • Engineered and designed a portable air stripping system for the Larry Tyree Equipment Company of Farmingdale, New York, gasoline station contractors, for the treatment of contaminated groundwater resulting from leaking underground gasoline storage tanks.  Contamination consisted of benzene, ethyl benzene, toluene, xylene, and other gasoline compounds.

Power Authority State of New York

  • Senior engineer responsible for the design and engineering of waste treatment systems to treat contaminated groundwater resulting from the proposed construction of the Robert Moses Power Project (Underground Powerhouse) Expansion. 

Mount Tom Generating Station, Northampton, Massachusetts

  • Prepared drilling, geophysical and monitoring specifications for the geohydrology study to determine the extent of groundwater contamination under an existing coal ash pile.  Responsible for the design of a new landfill to handle the disposal of fly ash and bottom ash generated by the coal-conversion at the Mount Tom Generating Station.

Spectrum Finishing Corporation, West Babylon, New York

  • Engineered, designed, and supplied a wastewater treatment facility for the removal of chromium, cadmium, cyanide and other heavy metals resulting from the rinsewater discharge of this electroplating facility.  Designed and supplied a waste treatment facility to treat plating rinse wastewaters generated by Spectrum.  Also directed the Phase II site investigation report to determine the extent of groundwater contamination due to the facility's past operations.

Environmental Site Audits

 Yellow Book Company, Oceanside, New York 

  • Conducted for Nassau County Community Hospital who wanted to acquire the Yellow Book Company building

Blue Point Laundry, Blue Point, New York

  • Conducted an environmental audit on behalf of a potential developer of a commercial laundry who discharges wastewater to six sumps.  The sandy soils allowed water to recharge to groundwater.

Middlesex Chemical, Raritan, New Jersey

  • Conducted an environmental audit of this 15-acre site adjacent to a town landfill.  The site was used as a wool mill, "chop shop" drum washing operation, and auto and truck repair facility.  The site is currently used to manufacture dry chemicals

Foremost Dairies, Lemoore, California

  • Directed the design and construction of an anaerobic biological waste treatment facility for the disposal of cheese whey and treatment of dairy process wastewaters.  Responsible for performing feasibility studies to determine the suitability of anaerobic technologies to perform the required degree of treatment.

Great Neck Water Pollution Control District, Great Neck, New York

  • Developed specifications and contract documents to remove a 1,500 gallon underground fuel oil storage tank.  Monitored the removal contractor's activities the conformance to specifications     and tested for contamination.

131 West Industry Court, Deer Park, New York

  • Sampled an underground fuel oil storage tank to determine if illegal dumping had occurred.  We witnessed the removal of the tank and tested for contamination.

 Truck Terminal, Jersey City, New Jersey 

  • Developed specifications and bid documents to remove diesel and gasoline storage tanks.  Responsible for monitoring contractor's activities for conformance to specifications and tested for contamination.
