Professional Profile

As a Solid Waste Engineer, Mr. Heil has 23 years of experience effectively implementing and managing solid waste disposal facilities.  He has coordinated waste-to-energy projects, curbside recycling programs, and recovered materials processing.  He has also managed landfill operations, and served as a county engineer involved in public water supplies, industrial waste treatment, solid waste, liquid waste disposal systems, and recreational water quality.  In addition, Mr. Heil served as former Commissioner of Waste Management for the Town of Brookhaven, and former Commissioner of Sanitation for the Town of Hempstead.  These experiences have promoted positive relations with citizen groups, local municipalities, and regulatory agencies.  Mr. Heil has performed numerous accident investigations and prepared subsequent reports.  He has also testified in the New York State Supreme Court.

Mr. Heil is an Adjunct Professor in the Continuing Education Division of the Waste Management Institute, at SUNY at Stony Brook, where he teaches a 42 hour course on Solid waste Recycling.  A New York State Licensed Professional Engineer, Mr. Heil is the current President of the Association of Long Island Recycling Officials.  He served as Past President of the Long Island Sanitation Officials Association and the New York State Association of Solid Waste Management.  He is a member of the Brookhaven National Laboratory Citizens Advisory Committee.  In addition, he co-authored technical papers on solid waste issues.  Mr. Heil holds a Bachelor of Civil Engineering degree from Manhattan College as well as a Master of Science degree in Civil Engineering from New York University.

Representative Experience

  • Performed Solid waste projects in the Towns of Southampton, East Hampton, and Oyster Bay, New York; Otsego County, Ulster County, and Westchester County, New York.

Quality Resource Corporation

  • Served as Chief Operating Officer.  Responsible for a concrete crushing/recycling operation, waste wood shredding equipment and a municipal yard waste hauling contract.  Also administered the operation and maintenance of a waste wood fuel, electric generating facility.

Town of Brookhaven, Department of Waste Management, Medford, New York

  • Commissioner of Waste Management.  Administered a Department with a staff of 140.  Operated an 1800 ton per day landfill, a waste recycling program, waste collection program, code enforcement, and public education.
  • Procured and monitored the construction of a Materials Recycling Facility, a Solid Waste Transfer Station, landfill capping projects, and a landfill expansion
  • Completed the Town Solid Waste Management Plan and chaired public hearings.

Town of Brookhaven, Division of Sanitation, Patchogue, New York

  • Acting Division Director.  Administered the operation of a 1200 ton per day landfill, including surveying, leachate and gas management, environmental monitoring, and truck scale facility.
  • Operated a 50,000 gallon per day scavenger waste treatment facility and a yard waste composting project.

Town of Hempstead, Hempstead, New York

  • Commissioner of Sanitation.  Charged with the collection of solid waste/recyclables, solid waste disposal, and code enforcement.
  • Operated a 2000 ton per day landfill, including personnel equipment maintenance, environmental monitoring, landfill gas extraction/flare system, and landfill capping.
  • Implemented a curbside recycling program for 27,000 homes.  Acquired specialized collection equipment, resident containers and long term market agreements.

NYS Department of Environmental Conservation, Long Island Region, Stony Brook, New York

  • Regional Solid and Hazardous Waste Engineer.  Administered the Department’s solid and hazardous waste program in 13 towns and 2 cities.

NYS Environmental Facilities Corporation, Albany, New York

  • Project manager for a solid waste landfill operation in the Town of Brookhaven for a public benefit, state agency under contract to the Town.

Suffolk County Department of Health, Riverhead, New York

  • Public Health Engineer.  Responsible for monitoring water quality and operations of 46 water purveyors including water distribution, storage, and treatment systems.
  • Performed public health engineering functions in areas of water supply, subdivision review, wastewater treatment and disposal, industrial, and solid waste treatment.

United States Navy

  • Commissioned Line Officer.  Department Head and Division Officer on two ships.
