Expertise: Regulatory Affairs, Environmental Engineering Management Professional Profile A co-founder of ETG, Mr. Machlin has over 40 years experience as a professional engineer. He has extensive consulting experience in all aspects of environmental engineering with industry and government. As a former Assistant Regional Director, and Regional Engineer for Environmental Quality for Region I (Long Island) of the New York State Department of Environmental Conservation, he was involved in major solid waste, hazardous waste, air quality, wastewater, groundwater, and marine issues. Prior to his work with the DEC, Mr. Machlin served as Vice President and Division Engineer for Hydrotechnic Corporation, an international consulting and engineering firm situated in New York City, and provided Civil/Sanitary Engineering services at other New York consulting firms. In addition to his work within the Empire State, Mr. Machlin has extensive international experience. He served as the Senior Technical Consultant for the United Nations Development Program, proposing storm water, sanitary sewage, and solid waste facilities for the city of Sekondi-Takoradi, Ghana. Other International experience includes the engineering of surface groundwater supplies and wastewater facilities in Peru, Vietnam, Somalia, the Dominican Republic, Italy, and Spain. He also serves as an expert witness for law firms and insurance companies, where he provides testimony and advice on cause and origin, for complex insurance claims. Mr. Machlin also has lead responsibility for ETG’s training and environmental technology seminar programs. A Registered Professional Engineer in New York and New Jersey, Mr. Machlin is an Adjunct Associate Professor in the Environmental and Mechanical Technology Department at the New York Institute of Technology, and is an Assistant Professor of Wastewater and Water Supply Systems at the Graduate Engineering School, State University of New York at Stony Brook. He also lectures on Environmental Engineering issues at the Waste Management Institute, SUNY at Stony Brook and New York University, School of Continuing Education. Mr. Machlin is past President of the Metropolitan Section of the American Society of Civil Engineers, and is the Regional Director for the Upper Mid-Atlantic Region of the Inter-American Association of Sanitary Engineers and Environmental Sciences (AIDIS). In addition, he is a member of the American Academy of Environmental Engineers (Diplomate), the American Water Works Association, and the New York Water Pollution Control Association. Mr. Machlin holds a Bachelor of Civil Engineering Degree from the College of the City of New York, a Master of Civil Engineering Degree from the Polytechnic Institute of Brooklyn, and a Master of Science Degree in Environmental Engineering from the City University of New York. Mr. Machlin has been listed in ‘Who’s Who in the East’, and in 1985, received a World Health Organization Traveling Fellowship to study and report on Reclamation and Reuse of Water in Israel and its applicability to Long Island.
