Albert Machlin, P.E., DEE |
A co-founder of ETG, Mr. Machlin has over 40 years experience
as a professional engineer. He has extensive consulting
experience in all aspects of environmental engineering with
industry and government. As a former Assistant Regional
Director, and Regional Engineer for Environmental Quality for
Region I (Long Island) of the New York State Department of
Environmental Conservation, he was involved in major solid
waste, hazardous waste, air quality, wastewater, groundwater,
and marine issues. Prior to his work with the DEC, Mr.
Machlin served as Vice President and Division Engineer for
Hydrotechnic Corporation, an international consulting and
engineering firm situated in New York City, and provided
Civil/Sanitary Engineering services at other New York
consulting firms.

Stephen Bates, Ph.D., CIH, CSP, CET,
CMC |
Dr. Stephen P. Bates, Environmental Chemist, is an expert in
all phases of environmental chemistry specializing in government
compliance issues and design and development of biological treatment
technologies for hazardous and toxic waste. For the past ten years, Dr.
Bates has been an Adjunct Assistant Professor of Environmental Technology
at the New York Institute of Technology where he teaches Environmental
Instrumentation, Environmental Chemistry, Environmental Risk Assessment,
Water and Wastewater Treatment, Occupational Safety and Health and
Hazardous Waste Operations and Emergency Response.

Olin C. Braids, Ph.D. |
Dr. Braids
holds a Doctorate in soil chemistry and joined the ranks of
environmental scientists over thirty years ago, just as soil
chemistry was becoming recognized. As an environmental
scientist, he has led a challenging career by taking a closer
look at the impact of human activity and its effect on soil
and groundwater. To do this he uses analytical chemistry,
organic chemistry, soil chemistry, and microbiology for
investigations, protocol development for sampling, sample
preservation, and analytical result validation. He has
collaborated with USEPA, state regulatory agencies, and
municipal agencies in moving protocols toward uniformity and
reproducibility.

James E. Brower, Ph.D.
|
Dr. Brower has a vast background as an Environmental Health
Scientist. He was a Project Manager for the Environmental
Restoration Division of the Brookhaven National Laboratory, and
Group Leader for BNL’s Center for Assessment of Chemical and
Physical Hazards. Prior to that, he served as the Director of Land
Resource Management at GEOMET Technologies, Inc., and Director of
Environmental Assessments for Equitable Environmental Health, Inc.

Mr. De Cillis has over 30 years of scientific experience as an
environmental consultant specializing in the field of
hydrogeology. His areas of expertise include: aquifer and
flow-system characterization and conceptualization; aquifer
tests - - design, implementation, evaluation, and analyses;
and characterization of ground-water/surfacewater
relationships, and quantification of ground-water and
surfacewater interaction (inflow/outflow, discharge/recharge).

Richard D. Galli, P.E.E.

Mr. Galli has twenty-four years of experience in design and
engineering of municipal, industrial and hazardous waste
treatment facilities, including municipal landfills and
surface impoundments. He has supervised the performance of
over 500 hazardous waste site assessments throughout New York,
New Jersey, and Pennsylvania in response to bank requirements
for real estate property transfers and corporate
acquisitions. His experience with industrial clientele and
their waste disposal practices has proven invaluable in
ascertaining the potential for hazardous contamination at many
properties.

Floyd Hasselriis, P.E., DEE,
Ph.D. |
Dr. Hasselriis has over thirty years of professional
experience in waste recycling, processing, and destruction
with a focus on emission controls and environmental impact.
A
Registered Professional Engineer, Marine Engineer (First
Assistant), and Diplomate in Environmental Engineering, Dr.
Hasselriis is a Past President of the ASME Solid Waste
Processing Division, and Past Chair and Member Emeritus of the
ASME Research Committee on Industrial and Municipal Waste.
In addition, he was the recipient of the “Distinguished
Service Award” by the ASME Solid Waste Processing Division,
the “Father of Waste Management” Award by the Mayor of the
City of Cebu, and the “ASME/IT3 Thermal Treatment Technology
Pioneer” Award. He is also a member of the American Society
of Mechanical Engineers, the Air and Waste Management
Association, and the National Society of Professional
Engineers. In addition, he was a lecturer at the Seminar on
Waste Management, Asian Environmental Resource Center, Cebu,
Philippines, and the Seminar on Waste Management Hong Kong.
Dr. Hasselriis holds a Bachelor of Science degree in
Mechanical Engineering from Columbia University, a Master of
Science degree in Mechanical Engineering from the University
of Delaware, and an Honorary PhD from Senior University, Cebu,
Philippines.

Michael G. Hauptmann, P.E. |
Mr. Hauptmann has twenty-five
years of experience in environmental investigation and
remediation for industry, and federal and municipal
government. His areas of expertise include multi-tasking
project management, federal facility environmental cleanup,
public presentations of technical issues, groundwater
modeling, and innovative cleanup technologies. His experience
includes design and construction of groundwater remediation
and treatment systems under CERCLA and RCRA. He has also
performed optimization of treatment system operations
emphasizing lower cost solutions and of-the-shelf equipment.
As a consulting engineer, Mr. Hauptmann has estimated cleanup
costs and apportioned environmental liabilities among separate
parties.

James H. Heil, P.E.
|
As a Solid
Waste Engineer, Mr. Heil has 23 years of experience
effectively implementing and managing solid waste disposal
facilities. He has coordinated waste-to-energy projects,
curbside recycling programs, and recovered materials
processing. He has also managed landfill operations, and
served as a county engineer involved in public water supplies,
industrial waste treatment, solid waste, liquid waste disposal
systems, and recreational water quality. In addition, Mr.
Heil served as former Commissioner of Waste Management for the
Town of Brookhaven, and former Commissioner of Sanitation for
the Town of Hempstead. These experiences have promoted
positive relations with citizen groups, local municipalities,
and regulatory agencies. Mr. Heil has performed numerous
accident investigations and prepared subsequent reports. He
has also testified in the New York State Supreme Court.

Richard H. Meer, B.S.,

Mr. Meer has over 30 years of
experience in the food industry including nine years as an
independent consultant. He has in-plant expertise in reducing
chemical and biological waste products, and minimizing their
cost of removal. He has worked on projects for flavoring
materials, beverage processing, ingredient manufacturing, and
nutritional supplements and pharmaceutical fields. Mr. Meer
teamed with Albert Machlin in presenting waste minimization
techniques to the food industry at Rutgers University’s Center
for Advanced Food Technology. Furthermore, the two experts
traveled to Egypt to demonstrate their food industry energy
and water conservation skills.

Gilbert K. Nersesian,
P.E. |
Mr. Nersesian has thirty-eight years of varied experience in
the planning, design, construction, and management of water
resources development studies and projects in the New England
States, New York, and New Jersey with the U.S. Army Corps of
Engineers. He has held top positions such as Chief,
Civil Resources Branch; Chief, Coastal Engineering; Chief,
Coastal Engineering Branch; Chief, New Jersey Civil Planning
Group; Chief, Beach Erosion and Hurricane Section; Assistant
to Chief, Beach Erosion Hurricane Section; and Project
Engineer, River and Harbor Section.

Since joining ETG
in 2001, Ms. Rifkin has coordinated several environmental
projects with New York municipalities. She works on
Multi-Hazard Mitigation Plans, Non-Point Contamination Source
Studies, and oversees environmental grants relating to flood
remediation and drainage issues. She also focuses on
compliance, grant research, and environmental technology

R. Sobrino, P.E. |
Mr. Sobrino is a Water Resources Engineer with more than 30
years of experience. He has managed and participated in all
phases of irrigation, water supply, basin planning and
hydroelectric projects in over 25 countries, worldwide. Many
of these projects were funded by international organizations,
such as UNDP, IBRD/IDA (World Bank), USAID, IFAD, OAS, IADB,
OPEC, CAF, and USTDA. In addition, Mr. Sobrino has extensive
US Domestic experience with water and power utilities,
government agencies and private developers.
